That looks like stuffed cabbage rolls (also called cabbage rolls or cabbage parcels) — cabbage leaves wrapped around a seasoned meat filling and cooked in tomato sauce.
Here’s a classic version:
Ingredients
1 large green cabbage
500 g ground beef (or beef + pork)
1 cup cooked rice
1 small onion, finely chopped
1 egg
2 cloves garlic, minced
1 tsp salt
½ tsp black pepper
1 tsp paprika (optional)
Sauce
2 cups tomato sauce
1 cup broth or water
1 tbsp tomato paste
1 tsp sugar (optional)
Instructions
Bring a large pot of water to a boil. Add the whole cabbage for 5–8 minutes until leaves soften. Peel leaves off carefully.
Mix meat, rice, onion, egg, garlic, salt, pepper, and paprika.
Place a spoonful of filling onto each cabbage leaf.
Fold sides in and roll tightly.
Arrange rolls in a baking dish or pot.
Mix sauce ingredients and pour over the rolls.
Cover and bake at 180°C (350°F) for 60–90 minutes or simmer on the stove until tender.
Serve warm with mashed potatoes, bread, or sour cream.
